first off you should learn these on a normal rail and not a handrail. this trick is all about timing. I dont have these down yet but you need to ollie over the rail and almost late 90. If that makes sense.

You really REALLY need to get these down on flatbars, man. Anyway, to work myself up to being comfortable with them, I'd do a "cheater" lipslide. What you do is approach the rail head-on and just balls out do the whole rail. Slowly make your way over to the point where you will be all the way over to the other end of the rail when you ollie. Inch by inch, little by little, you'll become more comfortable with them until you can bust them no problem.

what i do is come really close to the rail, like just enough to where your feet can go by without touching. then just pop your ollie kinda like a frontside 180 then get at about 90o and slide it out like butter.

that might be. its easier to put your weight forward when you get on the rail. that way if you fall you wont break your ass.

i think its easier to go parrelel to the rail than at an angle. you turn less and i think its just easier. alot of my friends go at an angle and they cant do em as well. well bell is gonna ring so bye.
