well you can build a cheap rail from pretty much anything, metal can be obtained from other places besides a steel mill, its everywhere

Well that depends what you want to build... I think it's better to build stuff yourself because you can make it the way you like. There is a plan for a rail in the ramp plans/designs section of the site.

The best thing to do is think of exactly what you want. Make sure you know its length, height, width and what you want to make it out of. Then go to a hardware store and get materials and build it.
