Unless you have an extra $14,000+ lying around, and a nice contractor.. Wood is going to be the only way you could go.

lol sorry, I just automatically relate 1991 to being 13 because a lot of my friends are 13 and were born in 1991

Wood will be the way to go, the only problem is when it rains...

Wood would be cheaper, but having a cement park in your yard would be so sweet...

just do what the z-boys did...pool and bowl riding put in a cement bowl...then you can fill it up when it gets hot!

If you have the money go with cement.

Or quit skating, either way we all win.

Cement flows, feels and is just overall better material to skate on than wood. It hurts more to fall on, but if that's a concern of yours, then you're a pussy and should quit now. Wood would be cheaper, and less permanent. Basically if you are sure you want all this and have the money, cement would be the way to go. Wood would most likely be the best option for you.
