I need to get new bearings what is the best for a decent price? I have been thinking about getting those lucky ceramics or swiss bones.

Bones Reds.

Agreed. Bones Reds are the way to go if you're on a budget. They're moderately fast, and long lasting, not to mention surprisingly cheap. It's $20 CAD for a set.. so, that's probably about $14-16 USD.

Those bearings cost more than alot of boards. But the lucky ceramics cost like 35usd are they worth it¿¿¿

yea dont go with the ceramics, they are too expensive. Ceramics are for like downhill luging anyway and really are not needed for skating unless you are really rich.

I would go with Bones Swiss if you are looking for a good upgrade from Reds.
