Didn't they come to an agreement with the city and the skaters kept in clean and built stuff there?

Over the past couple of years though, much has changed. After the fall of the World Trade Center, Downtown has been on lockdown by the police, and the summer before that, the 9 stair rail was removed from the spot. Now basically, the ledge section is completely blocked off, the small banks are usually rarely skateable due to cars being parked there, and the whole section by the 9 goes under the same rule.

I'm hearing lots of stuff. I've heard that it's all being skate-proofed, I heard that it's all going to be open to skating, and now I've heard that it's going to be half-and-half.
