I think I may make a seperate section to keep the questions/articles to keep things organized.
I use Adobe Photoshop 6. It's the best image editing program around but it's hard to learn and expensive.
To get a picture so the quality remains high and the size small you need to think about what you're doing.
There are mainly two types of formats used on the web, gif and jpg. They each have their own special benefits and drawbacks.
Gifs are good for non photographic images, that have line art. It saves them in 256 colours. You can also use GIF images to have animation, a series of pictures put together and saved under one image to create an animation.
GIf's also support transparency, an invisible image that's useful.
Jpegs are meant for photographic images, they use thousands of colours and have lossy compression. Meaning each time you re-save a jpeg image it's actually losing information each save, reducing the quality of the image each time.
Example:
An logo, should be saved as GIF.
A skateboard picture should be saved as a JPEG.
To prepare pictures for internet use I just use Photoshops handy Save For Web feature and make sure I'm using the right format (gif or JPG).
Hope that may have cleared some things up... or not ;)

I use PHOTOVLINK and Animation Shop 3 for my pictures. PHOTOVLINK to take them, and animation shop to compress pictures and animations. :D Thanks Ramprage for making these sections.
