Dose a bearing being frozen affect it ? I got a new pack of bones reds in my mail box and its 11 degrees and i havent got my mail box key yet.

Dude, worst case scenario is that they got wet, and froze, which in turn would thaw, and rust your bearings. But, in reality we know that didn't happen, the shipping business knows how to keep things dry. If anything they're a bit chilly in the styrofoam. No big deal. =)
