cleaning bearings

i have pretty shitty bearings. they sometimes stall up but give it a few flicks and it goes back to norm. anyone have any advice on cleaning bearings.

is it wrong that ive had the same exact bearing for over a year, and have never cleaned them, just wondering.

by the way, i know the answer is yes, i just dont have the money to buy new ones
