Making photos un-blurry

When I resize a photo to a bigger size, the image starts to become less clear. How do I make the image bigger, but make it as clear as it was before? Sorry if you don't get what I'm saying, that's the best way I can say it.

There's not a whole hell of a lot you can do. It's stretching out the pixels.

...No way that I know of, anyways.

Yeah, what Snaker said. I can't think of a easy process to do it.

Erm, if you turn it into a vector image or something would that help? I really dont know. Photoshop does a good job at resizing images without loosing too much quality. Check that out.
