First off internet petitions don't work and it is invalid if you get people to sign it who live out of the area.

The Skaters in my town are at final stages of our skatepark. We started 5 years ago (don't think a skatepark will happen overnight) and now we are just awaiting the final grant for our skatepark. Of course there is chance we won't get the grant and we will be waiting a few more years before the park is built.
Anyway, from experience, what you need to do is get a petition from skaters and resisdents from your town. Take this to the council, show them you are committed and willing to give up lots of time to help get the project moving. You need the council on your side. Then you need to get residents and the police on your side. Then there is fundraising events and all sorts. It's alot of work but go for it!
