what makes impact decks so special. what are they made of, should i get one

No. Impact decks are just a bad excuse to raise the price of the deck. They have these little carbon fibre disks around the truck mounting holes that are fused with the board, and are supposed to absorb and distribute some of the the impact from a hard landing, they're basically just an expensive way to replace soft risers. And, like every new deck technology crap they come up with these days, it's supposed to have twice as much pop as a noromal board, and the pop and the board is supposed to last twice as long, and is supposed to be a lot lighter.

I've never ridden one before so I can't say they're crap, and they could be a bit better than an average deck but I'm pretty sure a pair of soft risers will get the job done almost as good as an impact deck only at half the price.

They have very little difference from the normal Almost Decks. My friend had one and his tail was extremely weak after a month of flatground. Then the razor tail just snapped off.
