Okay so on one of the 4 axels, i cant fit my wheels on them fully. At first when i was trying to jam a washer on i thought it was that which was screwing it up. Now, i see that the wheel itself with the bearings on them wont fit on fully. All the other ones the bearings+washer touch the end of the axel. But this one doesnt. Any tips on how to fit it?

you're bearings probably arent pushed into the wheels completely. If its just a little bit out, take the top washer out, and ride without it.

I am guessing that one of the bearing is not seated completely in the wheel. Remove the bearing on the 'problem' wheel and re-install.

if all else fails, put that little washer on, screw the nut on a weensy little bit, then crank down on the nut to seat the bearings

okay my friend and i decided to do just sand it down so the wheel/bearing will fit on. And it worked! On my first day of skating ive so far learned how to get off curbs and do a half-assed ollie! I can actually land a real one like 1/4 of the time though =D
