Just have to try them man. Pop over the rail and set your tail down. They scare the **** out of me so I don't bother with them anymore.
^Guess I lied, I was trying/doing them earlier today on da box and rail.
addition:
After you pop over the rail, I assume thats how your learning them, keep your weight on your back foot. Really just takes a bunch of practice.

Rails are easier than legdes, but scarier; just Ollie and kinda twist into a tailslide on the other side. But getting them vertical.. I have no idea :-)

Try to stall on curbs to get the motion and feel of it. But i can't do any type of blunt so thats just my guess.

Try learning ollie over to tails, perpendicular to the rail, then slowly learn them going more and more parallel to the rail. Eventually one you get comfortable with those, just find a way to distribute the weight to your back foot while holding the board steady with your front foot so it goes into a blunt position. Sorry for the vague description.. there's not really anyway to learn them except to go and try them yourself.

I like this explanation one of the best one i've ever heard/read.
