Yeah and it'll do it quite well. Get yourself another card in sli and your set for a while.
How much are you paying for it.
Oh, and make sure you have decent cooling and a good PSU otherwise its just gonna overheat.

Don't put in 4 gigs ram - it won't be used on a 32 bit OS. A 64 bit OS will but I wouldn't suggest using vista 64 as it sucks and lots of things don't run on it.
Instead put in 3 gigs ram maximum. Everything else sounds good.

Where would you build it? Do you mean like get all the stuff yourself then put it together, or build it on a website? like alienware.com/hp.com etc

Nah dude it's way better to just build one yourself, if you've got 15 hundred to spend though an Alienware might be easier. My friend built one on his own and it was a high end one for about 900, but just find a comp forum and they'll help you out a lot more, I've forgot all of the spec for the cheapest but best pc.

Build it yourself. Buy the parts from a website, tigerdirect is one that has good prices, or from a local computer store. The only thing you may need help with, when it comes to putting the pieces together, is the processor. I'm sure if you purchase a bunch of parts from a local store, they will be happy to do it for you.
Do research, figure out how to put a computer together. It saves a shitload in the end.

I'm running XP x64 and, besides some problems with program compatibility (which can be fixed) I like it waaaaaaaaaaay better than when I was running Vista 32. Besides, I think the limit on 32 bit systems is 4 gigs, so he should be fine, but he's at the limit.
As for your computer, it'll run both those games fine. Also, enjoy CoD4, it's nuts. I heard Crysis is crazy, too. I also suggest FEAR. An older one, but still ****in' amazing.
EDIT: I missed some of the thread. That's too much for that computer. You definitely should build it yourself. You basically need a case, a motherboard, a CPU and fan, memory, a power supply, a hard drive, a video card (or two), and a CD/DVD drive. I'm sure you can get a version of XP from a friend or family member.
Here. I helped find you a good setup:
Ultra Grid case: (http://www.tigerdirect.com/applications/SearchTools/item-details.asp?EdpNo=2151752&CatId=32) $39.99
AGigabyte MA790FX and AMD Phenom motherboard and CPU bundle: (http://www.tigerdirect.com/applications/SearchTools/item-details.asp?EdpNo=3575342&CatId=2417) $429.99
GameXStream 1010 Watt power supply: (http://www.tigerdirect.com/applications/SearchTools/item-details.asp?EdpNo=3010720&CatId=106) $219.99
Western Digital 500MB serial ATA hard drive: (http://www.tigerdirect.com/applications/SearchTools/item-details.asp?EdpNo=2795126&CatId=2459) $99.99
AOpen DVD-R drive: (http://www.tigerdirect.com/applications/SearchTools/item-details.asp?EdpNo=3402963&CatId=88) $29.99
OCZ Gold 2GB RAM x4 (8 GB total): (http://www.tigerdirect.com/applications/SearchTools/item-details.asp?EdpNo=3551890&CatId=10) $239.99
Windows XP x64: (http://www.tigerdirect.com/applications/SearchTools/item-details.asp?EdpNo=3529980&CatId=1558]Visiontek Radeon HD 3850 Video Card:[/url] $209.99
[URL="http://www.tigerdirect.com/applications/SearchTools/item-details.asp?EdpNo=2571832&CatId=672) $139.99
Total (from TigerDirect.com) $1,494.30, which is slightly less than the PC you were asking about, and at the same time blows it's performance away. That price includes shipping, which I calculated to Boston simply because your avatar. I also don't know if you have a monitor or not, which would raise the price exponentially.
I miss anything, anyone?
