baldurs gate 2: nalia kidnapped

So im playing BG2, and i beat the Umar Hills quest(yippe!). After that, Nalia gets kidnapped, and this soldier tells me what to do. Ive done everything, and given the proof to the kidnappers commander, but he wont believe me.I notice i still have to look in the kidnappers home for his records in the government district. Ive looked in every house there but cant find his! Plz help!
